Ideally, you can but check with the universities you want to apply to firstly. Your degree must be recognized by UGC-DEC but universities abroad may have other requirements which could be specific to them only.

The colleges offering BALLB through distance mode are not valid and recognized. If you want to study law, then you should go for regular mode.
The eligibility for most of the colleges in minimum 50% in class 12th and you have to clear the entrance exam according to the university admission process.
