Yes, its valid but make sure that you work along with a Diploma in mechanical because distance BE degree will not be of any use without work experience.

Yes, you are surely eligible to pursue PGDM through distance from IMT and NMIMS. Do inquire from the official websites of these colleges about their admission dates though. It's high time to apply for them if you haven't already.

Distance and Regular are two different types of course selection. Regular is on daily basis you attend classes. Distance is you sit at home and study and write exams in the place alloted. So converting distance into regular is not a easy option.
