To transfer your DMLT and BSc MLT certificates and register with the National Medical Commission (NMC), one needs to obtain a No Objection Certificate (NOC) from the relevant medical councils in Karnataka and Arunachal Pradesh, then apply for registration with the NMC, which is the successor to the Medical Council of India (MCI). 

Karnataka (for DMLT):

Contact the Karnataka State Medical Council or the relevant authority in Karnataka to obtain an NOC for your DMLT certificate.

Arunachal Pradesh (for BSc MLT):

Contact the Arunachal Pradesh Medical Council or the relevant authority in Arunachal Pradesh to obtain an NOC for your BSc MLT
