In the second round of DNB PDCET counseling, you are generally allowed to reshuffle or rearrowly, instead of adding any new institute to your list. This policy is designed to ensure that your basic options are maintained, while you get flexibility to change the order of preference based on the updated information. However, for the most accurate and updated rules, I recommend checking the official counseling guidelines or contacting the counseling authority directly.

It is not necessary. Candidates are advised to attempt only those questions where they feel confidence of right response. The reason being the negative mark may outweigh overall score. As per the existing marking sceme, -1 mark will be deducted for every wrong answer.
