To get direct second year admission in any Engineering college, you have to first complete Diploma in Engineering. They may conduct exam based on the selection criteria. The college fees are dependent on the fee structure and branch.

Yes, Central University of Orissa offers B.Tech in Electronic and Tlecommunication Engineering .
The criteria for the course is as below
Candidate must have passed Diploma in relevant field of Engineering with minimum 45% marks (40% in case of candidates belonging to SC/ST category) or Must have completed B.Sc. degree with minimum 45% marks (40% in case of candidates belonging to SC/ST category) and passed 10+2 with mathematics as a subject and cleared the subjects of Engineering Graphics / Engineering Drawing and Engineering Mechanics of the first year Engineering programme along with the second year subjects.
