On the basis of your KCET rank, you can get the following engineering branches in NIE Engineering College, Mysore. Further for 100% fee waiver, your KCET rank should be below 1000. So you can not get free seat in NIE Engineering college.

My strong advise is not to even think of distance education program for doing engineering. Recently, it has been declared illegal by SC. You can think of doing AMIE instead.
