The percentage of placement depends mostly on the branch of engineering, performance of the students, market conditions, and reputation of the college. While it might be high in the topmost branches such as Computer Science and Electronics, for other branches, it could be considerably low. Most colleges have placement cells; but 100% placement depends on the student's skill and the demand from the industry.
