Part Time MTech courses are only valid if they are UGC and AICTE approved and are meant for working professionals.

Yes there are government colleges which offer part time Diploma in electrical engineering. The best Institute in Delhi for the same is Delhi skill and Entrepreneurship University. This is the best government Institute of Delhi, in which you can do Diploma in Electrical engineering with a very reasonable fees.There are many campus of this university located in Delhi like rohini campus, ashok vihar campus, okhla campus etc. Another University in Uttar Pradesh is Mohammad Ali jauhar university, it's a private university offering part time Diploma in electrical engineering. It's also one of the best Institutes of UP.

No, there is no direct admission to B.Tech at BIT Sindri Dhanbad. Admission is determined by your performance in the Joint Entrance Examination - Main (JEE Main), followed by counselling through the Joint Entrance Committee - Jharkhand Engineering Colleges Entrance (JCECE).
