You fail in any three of subjects i.e physics, chemistry, biology make you unable to sit in NEET exam if you have to give a NEET exam you have to score minimum 50% in all three subjects.

Yes, you are eligible for veterinary seats in government college. You got an acceptable rank to get a seat in a government college and you are in SC category so maybe there will be other things other than your rank to help you get a veterinary seat in a government college.

Applicants are required to have completed one of the following entrance examinations/tests: 

JEE ( Main)with a minimum of 60 percentile. Students with aggregate score of 75% in class 12 but JEE (Main) percentile above 50% may be considered.

Yes, you might get direct admission at Kumaraguru college of technology if the rank is around 2000. You have to keep Kumaraguru college of technology as your first choice in TNEA councelling process. TNEA cutoffs are around 3092 to 27310th rank for general category students. 22146 to 67758th rank is for SC/ST category students approximately in 2023 majorly for Bachelor courses (B.Tech and B.E.). So, 2000 i guess is a good rank to get into Kumaraguru college of technology for Bachelor course.

Well admission at SIU pune is based on Symbiosis Entrance Test (SET) . SIU conducts it's own entrance exam for admission into various undergraduate courses including engineering. To secure admission in SIU Pune, you should get a good score in SET entrance exam and meet the eligibility criteria specified by the university for the particular program. While 300 is a good JEE score it may or may not be applicable to SIU Pune .

Furthermore it is advisable to contact the college or it's website for any more information.
