If someone misses an internal exam then simply they get a backlog in that subject and it will become mandatory for the student to clear that backlog next year.
They have to clear that backlog by giving the exam again in next semester to pass for previous year.

I would like to tell you that most of the colleges have a provision for re-appearing in your internal exams if you have scored less or in some cases if you are absent stating a valid reason. You can check for improvement test with your faculty and can re-appear in the same. The rules and policies varies from college to college. So, you can check with the student affairs department of your college or your faculty, whichever is feasible to you.
if you didn't given your internal exam then you must inform to your respective Dean or the department hod such that they will manage your internal marks with your second internal and afterwards you

If You Have Given Leave Letter Already, There Is Nothing to Worry About.
But If you have accidentally Missed Your Exam Because of Unexpected Situation, And Your Reason is genuine.
You Can always talk to teacher, If You Have Genuine and good reason. They will surely Re-take Your Exams.

Ineligibility for End-Semester Examination: Students may not be allowed to appear in the end-semester examination if they fail to appear for or secure minimum marks in the internal exam.
Requirement to Reappear for Internal Assessment: Students who miss the internal exam may be required to reappear for the internal assessment test to fulfill the evaluation requirements

There is no chance of missing internal exam of every students because internals are important than sem exams.suppose by chance they missed due personal reasons they can given chance to write to the same questoin paper but only passing marks will be given .inernals will be taken strictly without any malpractices .if they found dangerous action willbe taken against them.and if someone failed in internals they have chance to rewrite intenals with different question paper formed by respective faculty
