The integrated M.Tech in CSE in VIT Vellore may require a rank of under 1500 in the VITEEE to be eligible for getting a seat at the Vellore Institute Of Technology. Anything above the rank is considered to be less chance of getting placed in the Integrated M.Tech in VIT Vellore.

With this rank, you won't be getting into any NIT. Try some State level Counselling, it might help you in getting a good college.
Also, if you are a female (including Supernumerary) then you can get NIT Goa.
If your Home state is Himachal Pradesh then you can get NIT Hamirpur .
Similarly, it is also based on your gender and home state. On the basis of that you may get a NIT with some lower branches.

If you have appeared for 12th class Science stream examination, you can appear for JEE mains. However, for JEE advanced and getting admission to NITs and IITs a minimum 75% is required or one needs to be in the top 20 percentile list issued by your board. Hope this helps.

No, It is hard for you to get into a government engineering college since you have a low percentile in JEE. You can get some average engineering colleges near you. My suggestion is to attempt the JEE once again and try to score a good percentile.

You may get admission in medical College with 309 score but it's not possible to get admission in any government college with such a low score. And though in a private college also there are many other factors also which are taken in consideration by the college's other than the score.
