The exam time is mentioned seeing all the students. If they write that you can also come at 8:30. Then nobody will reach the centre at 8:00 and after 8:30 the gathering will increase exponentially. You can reach at that time too. But they mention more time gap so that they could check the candidate and their candidature carefully. And let me tell you one interesting thing. If you're arriving the centre just before 9:00 then also they will allow you. They'll allow you till the last second of the centre reaching time. In one of my exam I reached at 8:54 and the last time to enter was 9:00, and I feel that I was alone who was entering at that time. By the way I was 6 min before. One motivation I like to add is, Try to reach the centre as much as before you can, because if you reach late, than this will make you nervous and it will ruin your exam.

RRB recruitment is a highly competitive annual process. The Railway entrance examinations are held for the selection of technical and nontechnical cadres in the Indian Railways.
