No, California State University is not free for international students. Students have to pay the application fee of USD 70 (INR 5,995) at the end of the form. Once students get shortlisted for the programme and get an offer letter, they have to submit tuition fees according to the chosen program. The tuition fees for popular programs at California State University are given below:

Your rank in EAMCET is okay for getting into an engineering college. But I am afraid for getting freeship or scholarship or less fees in any college, you should be top ranker. These are offered to students who are in the top bracket academically but weak financially so that thee students can continue their studies.
