Below is the list of engineering colleges/universities that offer admissions to M.tech courses without gate score. Such universities/colleges conduct there own test or interview for admission to M.tech courses.
Birla institute of technology Mesra
Banasthali University
TS PGECET 2015
UPES Dehradun
Tamil Nadu common entrance test 2015
GGSIPU M.tech Admission
You can check website of these institutes for further information about dates. Last dates are pretty close now so you need to apply at the earliest. Good luck :)

Yes, you can take admission into M-tech course without GATE score card. You can take admission in state technical university affiliated colleges by appearing for an entrance exam conducted every year by respective state university/colleges etc.
With Gate score you may take admission in some renowned institute's like IIT's, NIT's, BIT's etc.
