Hi Arthi,
That is a huge number and also what he wants to study is not relevant to his prior education background. So my advice would be to check other country options, Australia could be a better destination however 20 backlogs are too much. He has to really work on his overall application package.

Go for Master's if you can afford else for cost effective solution go for George Brown. A 1-year programme allows for a year stay back. However, a 2-year program offers a three year stay back.
