IHM-Goa is better than Bhubaneswar. It's your wish, you can take admission in anyone of them.

How shall I put my preference in counselling between IHM-Chandigarh, Hyderabad, Goa, Ahmedabad, Jaipur, Lucknow & Gwalior?

If you have to take admission in it, you have to arrange accordingly to your choice, top to lower.

Yes, you can get IHM Goa and also IHM Chennai and IHM Jaipur.

My AIR in NCHMCT JEE 2018 is 15286. Can I get admission in IHM-Goa and IHM-Shimla? I belongs to OBC category.

You may get admission at IHM Shimla. Still the rank is low so there is no assuance for the same. But there is always chances of getting opportunity if they consider OBC category
