Lateral entry into B.E./B.Tech is based on your Diploma aggregate. There is not separate entrance Test for lateral entry into engineering colleges in Maharashtra. Some colleges may conduct their own entrance test. But maximum colleges follow the procedure set by Directorate of Technical Education (DTE) Maharashtra. For admissions into direct 2nd year engineering every year CAP (Common Admission Process) rounds are held by DTE. You have to register on DTE's Official Website. It is indeed great for you to think of going for engineering studies after completion of your Diploma in Engineering. Jharkhand government indeed offers of Window of admission called latera admission for Diploma holders in all the technical colleges. The prospective students have to clear an exam called JCECE(LE). Based on the merit of this exam students will be called for interview and give an admission based on their ranking.

I am afraid your dream is not going to come true. This is so since Maharashtra along with many other states restrict admission for engineering colleges for first year at well as for lateral entry for the students who are domicile of that state. You are doing diploma from a college in West Bengal and it seems that you must be domicile of West Bengal. Hence for you to get admission in a government college is next to impossible.
