Hi Mothi,
It is not possible for any diploma holder student to get admission in government college without giving entrance. So, to apply in government colleges you have to give entrance exam called LEET. According to your merit rank you will get the admission in government colleges.

Yes, you can get admission for B.Tech in any government college. For this, you have to apply for the counselling session, which varies from area to area you can contact any college directly. You don't have back log in Diploma.

Yes, you can take admission in engineering in any department.
Almost, all the colleges accept lateral entries, but a few of the most reputed colleges like IIT, NIT and VIT do not encourage lateral entry.
