For taking admission into Government Law College, you need to secure atleast 45% in 12th from CBSE board or Tamil Nadu state board, and then you can apply into the college for admission, application can be done offline by directly going to the college.

Chandigarh University is a private university, which does not require any entrance exam and GLC, Mumbai is a government college, the selection is based on entrance exam scores.
If you want to migrate, a Provincial Eligibility Certificate issued from the Mumbai University will be required. Application for the certificate is to be made to the Registrar of Mumbai University in the prescribed form along with the prescribed fees.
