The estimate of cut off depends on the number of candidates appeared for the entrance exam, the total number of candidates qualified the exam, number of seats available etc. Cut off changes every year, last cut off was 65 for General and 60 for SC/ST. In 2018 cut off expected 75-80 for general and 70-75 for SC/ST.

No, you don't have to pass in both theory and practical paper separately. You just need to score the passing part which is 35. In case a candidate has failed in practical he/she shall have to appear in theory and practical both. If he/she fails to pass the examination in two consecutive years, after the first attempt he/she shall have to reappear in all the subjects including practical.
