The eligibility criteria of BA Political Science (Hons. ) of St. Xavier college Kolkata is 10+2 with minimum of 60% of marks with English. Admission of students failing in English or not having English will be canceled. The admission is basis of the index calculated with the board marks in +2 level.

Yes, you can apply. All other graduate (Science/commerce/Engineering etc.) with 60% marks in the last
qualifying examination or equivalent grade from the University of Delhi or any other Universities recognized as equivalent to University of Delhi are eligible for M.A. Political Science course. The admission will be based on an Entrance test.

Now you can go for NET EXAM OR SET EXAM. First, register yourself with the official website and choose your subject eg. Economics.
Then prepare for it and give exams.
Or, you can go for an MPhil or Ph.D in economics.
And then, you can do Job as a professor.
Many colleges accept Master degree as a professor.
The choice is up to you.

First, you have to do graduation in economics in which you will learn the various subjects of Economics itself. Like micro Economics, macro Economics, Development Economics, public Economics etc. Then, go for Masters. MA in economics. Then, go either for NET EXAM or SET EXAM, or go for Ph.D. But, after your Master, you can do job in college as a professor. All the best.
