B.Ed distance education has been stopped by most of the universities for general public. It is now academic degree, not valid for teaching job. Other jobs one can apply. Those who had joined as teacher earlier with out B.Ed can complete by private study or Distance. The government had made regular B.Ed compulsory for all.

The eligibility criteria is varying according to Universities. The eligibility criteria of the three Universities are given below for reference please.
1. Amity University :
a) M.A. (Clinical Psychology) : Graduation with minimum 50% of marks
b) M.Sc. (Clinical Psychology) : Graduation with Psychology as a subject/B.Sc. In Clinical Psychology.
2. The LPU eligibility criteria is, Pass with 50% aggregate marks in Bachelors Degree (with Psychology) or equivalent. Or
Pass with 50% aggregate marks in Bachelors Degree any discipline with Psychology as one of the subject.

First of all, you should be well aware of the IAS syllabus which you can have at UPSC portal. You have to daily read at least 2 or 3 newspapers one of which should be an English newspaper. You need to make time table for your study. Regarding books you can consult with NCERT (9th-12th) for basic knowledge and other can be viewed at UPSC portal.
