Yes, you can do that. It was not valid one year ago, but last year in July, University Grants Commission (UGC) approved that a student can pursue two degrees at the same time, but not as a regular student. The rule says "One degree as a regular student and another degree through open/distance learning. Thank you.

Social work undergraduate degree would focus mainly on socio-political theory, while honours in social work would focus more specifically on how to implement front line social services. B.A social work is not as that much like B.A honors. Thank you.

The duration of Master of Philosophy degree is 1-2 years involving many semesters. The Course is of 2 years duration if pursued Part-Time, like in Bharathidasan University. A pre-doctoral programme - Master of Philosophy (M.Phil) is taken after completion of the Master's Degree.

You are eligible to apply for the course for sure. The condition either is 50% or 45% just to be eligible to apply. The concerned college might be having a high Merit List when all applications are compared, but with 68% you certainly do not need to worry about your eligibility.
