There seems no possibility to complete B.A. After 11 years of gap. You can however, re-take admission in the same university or other to complete your graduation.

I don't think you will be able to secure admission here, as you do not fulfill the eligibility requirement.
The eligibility is as below:
Candidate should have obtained a Bachelor's degree in Economics (Hons.) with Mathematics, as subsidiary subject. Or, Mathematics (Hons.) with Economics, as a subsidiary subject or Statistics (Hons.) with Mathematics and Economics as subsidiary subjects securing 50% marks in aggregate or any other Bachelor's degree with 60% marks with Economics and Mathematics, as subjects from any recognized university.
