You will need to get in touch with the college for detailed information. I think they should offer admission to private students too provided it is government recognized.

BESC does not offer foreign language course along with B.Com or other courses. You can probably join elsewhere the certification courses.

This course is known as BM in St. Xavier's College Mumbai, to get admission in BM you need to clear an entrance exam, then you would go through an interview process.
