Dear,
In most cases, Master's degree in a new field is very much possible. In some cases, you have to take some related course prior to opt for a new field.

Rather than government colleges, you must ask for universities because not many colleges provide mass communication.
IAS/ Civil services are a good option for humanities, and that too for leading social sciences. Mass communication student will has one positive point over others in IAS that, he will have good knowledge of current affairs.

Plenty of government jobs ask for masters in mass comm. Public relations officers and other profiles demand this. As you have a good base of account and commerce as well, it increases your prospects to claim jobs in financial domain or banking mass communication/PR jobs. Some international universities offer graduation and post graduation degrees in managerial economics. In India, some private universities have started MBA managerial economics but I will recommend against joining such degree courses because these universities will take time to earn reputation and brand image. You are advised to do MBE instead of MBA managerial economics.

MBA is a generic degree whereas MBE is a very specialised degree. Therefore, opportunities for MBA graduates is higher in comparison to MBE graduates. If you want to be different and unique in the professional career, I will recommend MBE over MBA because of your BA (Hons.) in economics background.
