Yes, you can get admission to Delhi University for BA through CUET even if you are chosen subjects in cuet was not part of your class 12 subjects. According to the DU's eligibility criteria it does not provide anyone mandate where it is written that the CUET subjects must match your class 12 subjects for BA admission.
You only need to appear for CUET in the subjects required by your desired DU college or program

Yes, KR Mangalam University follows seat reservation for the BA course. The seats are reserved for reserve categories. Moreover, the university reserved 25% of the seats for the state of Haryana applicants. For KR Mangalam University BA admission, candidates need to qualify for CUET/ KREE/ Academic merit on the basis of Class 12 scores.
