Yes a PhD in Management remains in demand, though landscape is evolving.

Yes you can go for PhD in Management after a distance learning MBA. As long as your degree is from a university recognized by authorities like UGC or DEB you are eligible to apply. Key is having at least 55% in your masters and often passing entrance tests like UGC-NET or GATE. 

Yes, you can pursue BA course in one language and MA in another language. However, you need to do proper research before opting for another language in MA. Since, MA is an advanced degree it is required that you should have basic proficiency in the language. For more postgraduate level programmes you may have to qualify for entrance exams. The syllabus of these exams will include topics from BA course of the same language. So, you may have to study the books for BA courses of the language you wish to pursue in MA course.
