MS is awarded by international universities. In India, most of the universities award M.Tech or ME for post graduate studies in engineering or technology. M.Tech is equivalent to MS. IITs, NITs and IISc are India's top Institutes for MTech/MS. Admission in M.Tech at IITs, NITs and IISc is based on GATE score after engineering degree.

First of all, its is technological and not technical.
Now coming back to your question, MCE branch is known for its maths and computer application, if you are good in permutations/combination, algebra, probability then this is the branch made for you. Plus you can sit in the interview for the same companies what a COE engineer will sit.
MCE has a wide scope if done from DTU.
