It depends on college to college but an avg fee would be 1lakh pa + the hostel fee which varies hugely from 50k pa to even 1-2 Lacs. Check the exact amount on the website of college you seek admission into.

Go for arts subjects in class 12th and have the graduation in B.Designing or fashion designer, as per your choice.
