Yes you will very easily be able to book a berth in any branch of your choice in NIT Rourkela with this rank. Infact, you can probably aim for better institutes like NIT Surathkal or NIT Trichy or NIT Warangal. Yes, even you can stay in hostel by giving your parents address. And even if you stay in dhanbad. you can avail hostel facility too.

Most colleges have a different provision for admission. You need to contact the institute officials personally for specific admission details as it differs from one college to another.
