The round 3 final allotment would be done by 3rd September, 20223 and if you haven't applied still and have missed another round you should be on the lookout for another round but also apply for other colleges, as there are many other good colleges also.

I feel that even though your rank is reasonable, it perhaps not sufficient for admission in a government college since preference of most students is government college as first choice. As of now, CEE Kerala, the conducting body has released the schedule for KEAM Counselling 2023 upto Phase 1 Seat Allotment, which is to be conducted between Jul 20 and Aug 4. The last date for online option registration is Jul 26. Candidates who are qualified for admission to BTech course must register the options through the official website. Further, KEAM Phase 1 Seat Allotment is scheduled to be out on Jul 29. Allotted candidates must pay the fees to the Commissioner for Entrance Examinations for KEAM Phase 1 Seat Allotment between Jul 31 and Aug 4

Your rank of 23282 in the KEAM exam is good, but it is not high enough to get admission to a top college in Kerala for computer Science engineering. However, you may be able to get admission to a good college in a tier-2 or tier-3 city.
