Well, yes, you can definitely choose to pursue an MA in Political Science course after a B.Tech degree. All students who have completed their undergraduate degree with at least a 45% aggregate score are eligible to pursue the MA Political Science course.
You can give entrance exams like CUET PG, URATPG, JMI Entrance Exam, and CPGET to get admission to MA Political Science colleges on the basis of your score in these entrance exams. However, some colleges have their own admission criteria and may allow only students who have studied Political Science in their UG degree.

The students have to fill out an online application form on the official website of IGNOU and submit the required documents along with their application. You cannot do a B.Ed in Special Education through distance learning with 45% in graduation as most of the institutions require minimum 50% marks in graduation to enroll for this program. Eligibility criteria for B.Ed in Special Education usually requires that candidates should have at least 50% aggregate marks in the undergraduate degree from a recognised university. Some universities may offer relaxation of 5% for the candidates belonging to the reserved category, but that doesn't match up with your present qualifications.
