Hi,
It is very difficult to answer this, every university has different criteria, some universities may accept a lower score depending on the student profile and the same university may not accept a lower score for a different student. So, instead you can email the universities and check. See if pathway programs are available.

No, you are not eligible for to do MS but you are eligible for to do under graduation course. Sometimes, even visa is not issued if you have backlogs.

Hi, free education in Australia is not heard of. In fact, it is very expensive country. Even scholarships are difficult to find. If you need scholarship, try applying to American universities or check Germany, since the education costs are very low.
