There is no bar for appearing in GATE examination for the candidates who completed their M.Sc. Degree through the distance mode. So you are eligible to appear in GATE exam.

Yes, you can be eligible for PGT (Biology) of KVS, If meeting the below eligibility criteria. Eligibility criteria :
1. Masters Degree from a recognized university with at least 50% marks in aggregate in the following subjects as Botany/ Zoology/ Life Sciences/ Bio Sciences/ Genetics/ Micro Biology/ Bio-Technology/ Molecular Biology/ Plant Physiology provided they have studied Botany and Zoology at Graduation level.
2. B.Ed or equivalent degree from a recognized University.
3. Proficiency in teaching in Hindi and English Media.
