The criteria for direction course only needs you to pass class 12th with a certain percentage, so of course you are eligible for it.

You need to check with college officials, if they will allow you to take admission in the 2nd year. You can contact the college and get a better understanding of the same from them.

It is definitely NIEM. NIEM is the first professionally established event management schools in the country providing a full-time course in event management. They have tie-ups and contracts with CII, EMAI, FICCI and Ad Club. They also have am event research cell that functions in more than 5 cities in India, so you don't have to doubt the exposure you would be receiving at the institute.
