Microsoft certifications must be renewed within 12 months, except for the fundamentals certifications. There is a non-proctored self-assessment test, and the validation extends to a year when you pass. There are also no additional fees to renew your Microsoft certificate.

Yes. The courses on Microsoft Learn are free. All you have to do is register as a student on learn.microsoft.com/en-us/ with a valid email ID. Then, you can browse the learning paths, modules, and courses and start your learning journey at no cost. Only the official Microsoft certification exams are paid for intermediate and advanced roles. For fundamentals certifications of Microsoft, the exams are also free but limited to one time through a voucher provided when signing up for the first time on the website.
