Yes, you can apply for NDA exam while you are studying commerce in class 12th, but you will only be eligible for the army as the other two services give you a B.Tech degree for which Science stream is compulsory in class 11 & 12. But the following conditions should also be kept in mind:
1) Your age must be between 16.5 and 19.5 on the day of reporting to the academy, provided you make it in the final merit list and get the joining letter.
2) You must be able to provide the class 12th marksheet and Certificate on the day of reporting to the academy, or before the cutoff date as stipulated by the respective HQ.

National Defence Academy eligibility is specified by UPSC in the official notification. The male and female eligibility criteria include factors such as nationality, NDA age limit, NDA qualification, NDA physical test and medical standards. The age criteria for NDA exam is between 16.5 and 19.5 years. Candidates who have passed and are appearing in Class 12 can apply for the NDA exam

As per eligibility criteria mandated by UPSC, a subject from Nepal can apply to the National Defence Academy (NDA). Therefore, you are eligible to apply, but with one condition: a certificate of eligibility needs to be issued by the Indian government in your favour. This certificate is not needed if you are a Gorkha candidate from Nepal. In addition, you need to fulfil the physical parameters of NDA to be eligible. The National Defense Academy NDA exam is conducted by the Union Public Service Commission UPSC twice a year. According to me, completing your 12th class through the Science stream with math, Physics and Chemistry is beneficial for completing the NDA exam. If you complete your 12th with Maths you can apply for TES (Technical Entry Scheme) exams across all wings (Army, Navy, and Air Force). Courses: Accounting, Biological Sciences, Biotechnology, Chemistry and Civil Engineering. Computer Science, Cyber Security, Defense, and Security Studies. This course will help you with NDA.
