It actually depends solely on your interest and place of residence but if you would go by institute then chemical engineering at NIT-Warangal is better. However, if you don't prefer chemical then I would suggest EE in NIT-Raipur.
I would suggest you to refer the syllabus of both the disciplines. Whichever you are interested in learning, you go ahead with that one.
NIT-Rourkela is also doing good enough so you can surely join there as it gives a very good scope for students in extracurricular activities and study is also extraordinary. Moreover, it has a nice curriculum with awesome placements and a good package.

Being situated at the most premium location of the corporates in India, it gets a benefit of attracting the national and multinational corporates.
Some extremely talented and hardworking minds get the offer for the abroad placements though this depends on the on spot need of the company.
Though the number of students getting abroad opportunities are not very large but still the national placements are remarkable sometimes touches 60 to 70 lakhs per ann
