If you know how to cook food, taste will automatically be there you don't need to read recipes. Same is with handling D-SLR cameras. Having knowledge about how to operate it is good, but only with physical practical training. You know the terms, but don't have any idea how to change it in camera. So, instead of doing distance learning get yourself enrolled in the weekend classes of photography and see yourself improving every day.

You can find a number of MOOCs for photography. NPTEL also has one such course. I have personally seen the open2study.com course. It is free of cost and a 4-week course with a certificate of competition. Visit the website and see the course if you like that for basic understanding.

Yes, you can apply for Diploma in photography. They just ask for class 10th and 12th certificates.

Yes, you can. But, I strongly recommend to you to opt a Bachelors programme. Either, you can go for BA in TV and Film Production or BA in Journalism and Mass Communication. Both the courses have Photography and Photo Editing.
Diplomas are just to decorate your CV.
