While Economic and social issues and Finance and management are asked in a combination of objective and descriptive, the English Writing Skills paper is completely descriptive in nature.

No you cannot appear for RBI grade B exam firstly you need to clearup with your final year of B.Com then only you can appear for RBI grade B exam.
