The sentences post the 2nd blank discuss the how of the overall situation. That means the given sentence can either fit in 3 or 4 blank. The given sentence is not the concluding sentence hence 3rd is the most appropriate option here.

The passage has mainly talked about the sugar cane farming and effects of mercury on it and how Australia is handling this situation. Other options are close but lack a definite conclusion.

The author has been specifically referring to the disasters the use of mercury has caused around the world. So, option A is the best choice here. Option B is not the immediate defiance author is talking about as it's not a cause but an effect.
