YES, it is now possible to study in South Korea for no tuition fee, as part of the Seoul Tech Scholarship (STS). The scholarship is an initiative by the South Korea's Seoul Metropolitan Government (SMG), that allows PG students enrolled in STEM based education the chance to pursue their education, without paying anything, along with some other additional benefits.
