CHSL notification have not yet been issued. So, keep on checking for it and you'll have tentative dates on it.

The eligiblity is as below. All candidates must be minimum 18 years and maximum 27 years as on August 1, 2019 to fulfill CHSL age criteria. This means that candidates who are born not before August 2, 1991 and not later than August 1, 2000 are eligible to appear for SSC CHSL 2019 exam.

SSC has not announced ssc chsl exam date for 2019 till know. As per the sources they will release the notification regarding this in March 2019. Hi, you must have at least 18 years old at the time of appointment for SSC CHSL. So, you are not eligible for this, because you would be at 17 years old for CHSL 2019. Do try for 2020 or 2021.
