Both are same and you must fill-up the form I.e, application only once and you'll obtaine a user id and password. You can relogin again and should apply through this id for further notifications.

July 25 to August 20, 2019 (Tier 1), Tier 1 60 minutes
Tier 2 120 minutes
Tier 3 60 minutes
Tier 4 45 minutes.

You can opt for it after going to the official government site and you will get to know the details for the same.

No, the application forms are not out for SSC CHSL.

All candidates must be minimum 18 years and maximum 27 years as on August 1, 2019 to fulfill CHSL age criteria. This means that candidates who are born not before August 2, 1991 and not later than August 1, 2000 are eligible to appear for SSC CHSL 2019 exam. Hence you can apply for SSC CHSL 2019.
