The fee will be same as per the regular programme. In lateral entry, just because of your additional qualification, you will get the admission in the second year of the programme, subject to the clearing of all the required subjects.

As per the eligibility criteria of Techno India University for B.Pharma course ; The candidate shall have passed (10 + 2) examination conducted by the respective state/central Government authorities as equivalent to 10 + 2 examination by the Association of Indian Universities (AIU) with English as one of the subjects and Physics, Chemistry, Mathematics (P.C.M.) and/or Biology (P.C.B./P.C.M.B.) as optional subject individually. For admission to the Pharmacy courses, student must have passed class 12th with Physics, Chemistry & Mathematics/Biology. Students have to secure a minimum of 50% marks in the qualifying examination. Students, those pass the three year Diploma in Pharmacy (D. Pharm) are also eligible.

Yes, you can get admission in Diploma in Computer Science after 10th and many colleges provide this course. But the percentage criteria is not fixed, it is different in every college.
There is a university Dr. CVRU in Bilaspur(https://www.cvru.ac.in/) which provides a Diploma in CS and the University does not have any minimum percentage requirements. I have also completed my Diploma in CS with this university. And my experience with the college is so good, the faculty of the college is so good and also helps a lot. In the end, I get a decent placement. You should also visit the college before taking admission anywhere.
