You simply cannot predict the cost, because budget will depend on following factors:
Niche
Broadcasting services
Type of Channel
Location
Total area you are targeting.
On a rough estimate, you can start lowest quality channel with Rs. 30 lakh and can start best quality channel with Rs. 100cr.

Hello,
Which stream of MBA will fetch you a good job? Difficult to answer. Presently though operations, marketing, finance are seeing a huge rush of students. But if you do something on line with your original qualifications, then I feel it would be much better. You can even think of doing one year's executive MBA in IIM's.

After B.Tech in ECE, you can get following type of telecommunications jobs:
(a) Maintenance and Operations job in Telecom service providers.
(b) Designer engineers job in telecom companies.
(c) R&D engineer in telecom companies.
(d) Network planning Engineer.
(e) Telecom consultant
(f) Job in Telecom regulatory authority
(g) Software Engineer for telecom equipment and device manufacturers.
(h) Indian Engineering Services etc
(I) Major Telecom Technology user org such as Defence Services, BSF, police and Paramilitary forces, etc.

The best part of being an Electronic and telecommunication engineering is that you have plenty of options. You will be eligible for core electronics companies, software companies, telecom companies and in some cases electo-mechanical and production companies too.
Software companies- TCS, Infosys,IBM etc.
Telecom companies such as Tata communication ,vodaphone,huawai etc.
Production companies such as Tata motors,Denso etc.
Embedded system and VLSI related jobs are too good options. WIPRO,Tata,Intel etc are places where you can try.
If you are interested in research then you can prepare for GATE. And meanwhile you can join as an JRF in DRDO,C

Yes, you can. You can get into the college either by passing Jee Mains, Comedk or by KCET but you need to have a good rank and since your rank is around 15000 you may get. It's one of the best college in Karnataka.
