Some of the institutes consider CAT scores while some of them do not. For MBA in T&T management you need to first list down the colleges you prefer to go and then ask them if they are considering the entrance exams courses or not. You may get some institutes which focus on your skills more than your entrance exam scores.

Fee depends on whether you want to study UG or PG and which specific county outside India. You can check these links for some details. Scholarships outside India are given on merit and full scholarship is very rare for international students unless you are extraordinarily brilliant. For Indian schools too, you have to a very bright student but check details on institute websites:
