Hello Akshay,
Admissions to engineering colleges in TN are restricted to domiciles of TN only. Of course, you can seek admission under management quota seats of private unaided colleges.

There is no different cut-off for UP board. DU examination students seeking admissions to undergraduate courses at various faculties/departments on basis of merit score or entrance exam need to be qualified in Senior Secondary School Certificate Examination (SSSCE) i.e. class 12th qualifying examination from CBSE board or equivalent board of education.

No, you cannot select Hindi instead of English as English is a compulsory subject to add in the best 4 percentage. You can add your best 3 subjects with English and then calculate your best four percentage.

The eligibility and cut-offs are different for different colleges, for some colleges you must clear entrance exams as well. Refer to this list below and check college specific eligibility and requirements for B.Sc Nursing:

If you are aware of these things then it's good, then start watching English movies, shows, etc. It will create an environment for you.
