The course fee would depend on the duration of the course and the institute from where you are doing the course.A short 3- month course would cost you around Rs 25000-45000/
Diploma courses are usually for a year which costs ranging from Rs 70000 to 1.5 lakhs depending on the subjects you include.

In IT start-ups they don't look for education background. If you're good in designing the websites you will get a job. Only big MNCs wants students from computer science background or engineering.

Yes, you can learn web designing from some training institution, but it would be hard to get good placements without a graduation degree.

IT industry is on slow decline phase. The placement for web and graphic designing courses without any IT educational qualifications such as B.Tech, BCA or B.Sc IT/ CS is difficult.
